Singapore - September 18, 2003. Perceptivei Chief Executive
Officer, Mr. Carlos Nicholas Fernandes addressed IT ministers from
the ten ASEAN nations at the third ASEAN Telecommunications and IT
Ministers Meeting held in Singapore.
In his speech, ‘ICT Entrepreneurship in ASEAN – Opportunities and
Challenges’ Mr. Fernandes emphasised the need for greater economic
amalgamation among the member nations, so that ASEAN becomes a
single, large cohesive market. Mr. Fernandes urged economic
stimulus for both the supply and demand ends of the ICT industry
and said that an entrepreneurial culture needed to be cultivated
throughout the fabric of ASEAN societies.

In updating the ministers on the opportunities in ASEAN, Mr.
Fernandes cited Linux as a quick and easy way to bridge the
digital divide, underscored the importance of the cultural aspects
of e-business and CRM and noted the competitive advantages of
regional players in the space. In the area of the outsourcing
market, he suggested strategies to compete with lower cost
markets, like India and China. He cautioned that ASEAN needed to
proceed carefully in this sector.
Mr. Fernandes highlighted the importance of small and medium
enterprises (SMEs) in regional economies and summed up by
reiterating the need to work together to impassion the people of
the region to create and innovate. |

About Mr. Carlos Nicholas
Fernandes
Called an 'Ideas Man' by one of Asia's leading newspapers, cited
by the Singaporean administration as entrepreneurial talent that
has made his mark on the country, covered extensively by the
media, Mr. Fernandes is one of Singapore's well known

About ASEAN
The Association of Southeast Asian Nations or ASEAN was
established on 8 August 1967 in Bangkok by the five original
Member Countries, namely, Indonesia, Malaysia, Philippines,
Singapore, and Thailand. Brunei Darussalam joined on 8
January 1984, Vietnam on 28 July 1995, Laos and Myanmar on 23 July
1997, and Cambodia on 30 April 1999. The ASEAN region has a
population of about 500 million, a total area of 4.5 million
square kilometers, a combined gross domestic product of US$737
billion, and a total trade of US$ 720 billion.
The ASEAN Declaration states that the aims and purposes of the
Association are: (i) to accelerate the economic growth, social

strengthen the foundation for a prosperous and peaceful community
of Southeast Asian nations, and (ii) to promote regional peace and
stability through abiding respect for justice and the rule of law
in the relationship among countries in the region and adherence to

In 1995, the ASEAN Heads of States and Government re-affirmed that
“Cooperative peace and shared prosperity shall be the fundamental
goals of ASEAN.”
